Booking
You can book same day and you can book up to 5 months in advance. If you are staying for multiple days, look into the Texas State Park Pass program. Site booking is through Reserve America.
Fees
There is a camping fee and a separate per person daily entrance fee. Both can be paid when you reserve online. Check online for current rates.
